[PTC] v2.61.6 Update

• Added a new King's Canyon variant.
  • Map is based on January 1, 2019
  • Playstation 4 exclusive
  • Has a Firing Range under the map with King's Canyon map.

Due to it's being special and different than rest of the maps, map has been added to map pool.

• PTC branch builds now launch in dev mode by default.
